What is "eoselya" and how to get it?
The "eOselya" program is a new state program of affordable lending, which allows PJSC "Ukrfinzhitlo" through authorized partner banks to provide preferential loans for the purchase of housing for specific categories of Ukrainians.

According to this program, the base rate for mortgage loans is 7%, but for some citizens the state compensates 4% interest.
Thus, for these categories, the debt rate will be only 3%. Loan financing is carried out through the creation of a special escrow account after loan approval, to which PJSC "Ukrfinzhitlo" transfers 4%.
In essence, an escrow account is a conditional deposit of funds, which one party to the agreement, in the case of the state, transfers to the temporary possession of the bank until the arrival of a condition specifically defined by the contract, i.e. payment of the mortgage. Until this moment, the bank undertakes to keep the funds of the escrow account.
That is, when it becomes necessary to make another loan payment, the person pays the main body of the loan and part of the base rate (3%), and another 4% is paid from the escrow account.
An important detail is that the borrower must independently make sure that there is a sufficient amount of funds in his account to pay the loan rate, which includes a 4% state compensation. If for some reason there are not enough funds in the account (for example, if the government stopped funding the program or if the borrower violated the terms of the program, which led to the termination of funding), then you will have to pay this part yourself.
Who can use
According to the terms of the "eOsel" program, it can be used by any citizen of Ukraine who meets certain requirements, namely:
• at the time of signing the mortgage agreement, is of legal age, i.e. has reached 18 years of age, and at the time of completion of obligations under this loan, his age will not be more than 70 years;
• is solvent;
• does not own real estate: if such a person is single, the area limit is 52.5 square meters; if he has a family - +21 sq. m for each family member.
Real estate located in the area of hostilities or in the occupied territory is not taken into account;
• is not under sanctions and is not in the register of oligarchs;
• there are no other preferential mortgage loans.
At the moment, only certain categories of citizens can use the "eOselya" program. Namely: this year, only:
• servicemen of any branch of the military and subordination and law enforcement officers;
• medical workers of institutions of state or communal ownership;
• Scientists and education workers who work in institutions of state or communal ownership.
Most likely, these restrictions will be lifted in the near future and the program will become available to all Ukrainians who meet the basic requirements.
From October 1, 2022 to January 31, 2023, Ukrainian citizens received loans in the amount of over 1 billion hryvnias under the YeOsel program. In total, since the launch of the program, the state has allocated 784 loans at 3%. Military personnel received 83% of loans, doctors - 9%, teachers - 7%, and scientists - 1%.
Now you can apply for participation in the "eOselya" program on the "Diya" portal. For this you need:
• Log in on the computer or telephone platform "Action".
• Check and update your information.
• Choose the eOselya service.
• Choose a category by place of work.
• Specify marital status.
• Indicate the ability to pay.
• Enter data about the home you want to buy.
• Select the bank to which you want to send a statement.
• Sign the application with an electronic signature and send it.
Next, you should expect notifications about the results of the review of your application in the office on the Diya portal and by e-mail.
As part of the "eOselya" preferential program, which is available for lending, it is possible to purchase residential real estate, provided that its value per 1 square meter exceeds the limit value determined by the State. The Ministry of Regions increased this marginal value depending on the location of real estate: by 2.5 times for cities with a population of more than 300 thousand people, by 2 times - for regional centers and settlements located at a distance of up to 15 kilometers from the borders of Kyiv and regional centers, and 1.75 times - for cities with a population of 100,000 to 300,000 people.
The first installment in the amount of not less than 20% of the loan amount must be paid by the borrower to the home seller. This fact of payment must be recorded in the sales contract, notarial receipt or any other payment document. The rest of the loan amount can be paid to the bank within 12-240 months, that is, the mortgage period can be from 1 to 20 years.

Undoubtedly, preferential mortgage is an unprecedented loan program with the lowest interest rate in the history of Ukraine.
