In Ukraine, all actions with tobacco products are subject to state control. Therefore, in order to legally produce tobacco products, as well as trade in them wholesale and retail, it is a braid and hookah tobacco, you must obtain the appropriate license. The amount of the fee and the list of documents submitted for a license depends on the type of activity that will be carried out by the company.

License for the sale of tobacco products - retail Lviv

A tobacco retail license is issued for a period of one year. The fee for it is 2000 hryvnias per year for trade in cities and 250 hryvnias per year for trade in villages and settlements outside cities and is carried out on a quarterly basis.

To obtain this type of license, the following type of documents are submitted:

• certificate of state registration of a legal entity or private entrepreneur, the charter of the legal entity (if any);
• certificate that the private entrepreneur or legal entity is entered in the Unified State Register;
• certificate that the taxpayer is registered with the tax inspection (form 4-OPP), which is issued by the tax inspection and is valid for 30 days;
• certificate from the tax service on the registration of cash registers located at the place of trade.

In addition, you need a document that confirms the right to the premises: it can be a contract of sale, certificate of ownership or lease. All premises must be inspected by employees of the Sanitary Epidemiological Station (SES) for compliance with sanitary regulations. In addition, you must provide permission from the State Fire Service to start the point.

It should also be noted that a license for the retail sale of tobacco and tobacco products is issued for only one point. If the trade is conducted from different points, then for each of them you need to get a license separately.

The license for wholesale trade in tobacco products is issued for a period of 5 years. It will cost 500,000 hryvnias a year. To obtain it, it is necessary to prove that the applicant has the appropriate conditions for retail trade. These are warehouses that meet the standards and equipment to identify the authenticity of excise stamps. You will also need to present certificates of conformity.

The production of tobacco products in Lviv, as well as other activities related to tobacco (wholesale and retail trade), is subject to mandatory licensing. A feature of this type of licensing is the requirement that the business entity has all the conditions for carrying out this type of activity. The most important of the conditions is the presence of a complete technological cycle, which begins with the manufacture of tobacco mixtures and ends with the production and packaging of cigarettes.

To obtain a license, you must submit a number of documents:

• application for a license;
• a copy of the charter and other available constituent documents;
• copies of documents confirming the fact of state registration of a business entity;
• permit (admission to production) issued by the fire brigade;
• a document confirming the permit to start the production of hazardous work, issued by the labor protection authorities;
• a certificate containing information on the sanitary and technical condition and conditions of labor protection (issued by the sanitary-epidemiological station);
• a certificate from the State Tax Service of Ukraine that the applicant has been registered as a taxpayer;
• production certificate issued by an institution specially authorized by the Cabinet of Ministers of Ukraine;
• a document confirming payment of the license fee (receipt).

This list of documents is exhaustive. Requiring any other documents as well is illegal and prohibited.

All copies of documents must be notarized, but in principle it is not necessary: ​​they can be submitted together with the originals, and when they are accepted, they will be certified by the appropriate official.

Thus, the production of tobacco and tobacco products in Ukraine is allowed only to entities that meet certain requirements and at the same time have a license to manufacture tobacco and tobacco products. In the absence of a license to carry out this activity is prohibited.
