In 2024, Ukrainian men of mobilization age (18–60 years old) who were abroad faced restrictions on access to consular services. Diplomatic missions temporarily suspended the acceptance of applications from this category of citizens. However, in 2025, the situation changed: foreign consulates once again provide most services to men who are staying or residing abroad.
Nevertheless, with the introduction of new legislative regulations, new requirements have also emerged.
A valid military registration document is a mandatory requirement
Today, a standard package of documents is no longer sufficient to receive consular services. The submission of a valid military registration document has become an obligatory condition. This applies to most actions, including issuing a foreign passport, powers of attorney, extracts, and more.
In particular, Ukrainians abroad should take into account:

the need to update personal data in the “Oberig” register;

technical difficulties in receiving services in some countries;
-
legal restrictions regarding the issuance of documents without confirmation of being registered for military service.
What to do if you do not have a foreign passport and a military registration document?
To be placed on temporary consular registration, you must have a valid foreign passport. If you do not have the document, you must first obtain an electronic military registration document through the “Reserve+” application and only then contact the consulate to obtain a foreign passport.
This procedure enables further submission of applications for temporary registration or other actions at diplomatic missions.
Which services can be obtained without a military registration document?
Despite the new requirements, there are exceptions when consular offices provide services even without a military registration document:

issuing a certificate of identity for return to Ukraine (the so-called “white passport”);

consular actions related to children if one of the parents is a foreign citizen or a stateless person;
-
legal assistance to Ukrainians who are in custody abroad (in cases of arrest, detention, or imprisonment).
