How to Register Your Blogging Activity in Ukraine

Blogging has long ceased to be merely a creative hobby. Today, it is a full-fledged profession that generates income, influences consumer decisions, shapes public opinion, and creates advertising value.

At the same time, as soon as a blogger begins to monetize their activity, the question of legal status arises: is registration required? How to properly formalize the activity? When is registration required?


Running a blog does not require mandatory registration if it is solely a hobby and does not involve any income. But if a blogger:

  • receives payments for advertising (barter, cash payments, affiliate programs);

  • sells own or partner products;

  • provides services via the blog (for example, courses, consulting, design, photography, etc.);

  • has systematic sources of income from social networks, YouTube, Patreon, OnlyFans, Boosty, or a website,

— such activity is considered entrepreneurial and requires registration. Otherwise, there is a risk of being fined for conducting business activity without state registration and having taxes for previous years additionally assessed.

Moreover, government and banking services today actively monitor large sums of transfers, including those from abroad (via PayPal, Payoneer, Wise, Western Union). If funds are regularly credited to the blogger, the tax authority may request an explanation of the origin of income or independently open an audit. This is dangerous without prior registration.

Which form of activity to choose?


For most bloggers, the most optimal option will be registration as an individual entrepreneur (FOP). This is the simplest, most accessible, and most flexible form of conducting legal activity.

Here’s what to consider:

  • Group 3 of the single tax — suitable for those earning income from advertising, promotion, affiliate programs, provision of services. The tax rate is 5% of income + ESV (approx. 1,500 UAH per month).

  • KVED codes 73.11 “Advertising agencies,” 63.99 “Other information services,” 62.01 “Computer programming,” or 74.20 “Photographic activities” — can be combined depending on the format of the blog.

  • FOP allows you to work without employees, without VAT, and with minimal bookkeeping.

  • If planned income does not exceed 7.8 million UAH per year, there are no restrictions for this model.

Registration of an LLC (TOB) is also possible, but it makes sense for large blogging agencies or channels with a team engaged in complex financial activity.

How does FOP registration work?

  • Preparing documents — you only need a passport, RNOKPP (tax ID code), and phone number/email.

  • Submitting the application — online via the Diia portal or in person at the CNAP or to the state registrar.

  • Choosing KVED codes — it is crucial to correctly indicate the type of activity, or the tax office may refuse.

  • Selecting the taxation system — on the simplified system, bloggers usually choose Group 3.

  • Registration with the tax office — after confirmation of the application, you are automatically entered into the register of taxpayers.

  • Opening a bank account for the FOP — after receiving the FOP registry extract, you open a separate bank account where official funds will be received.

  • Submitting the first reports — carried out quarterly or annually, depending on the selected reporting type.

What happens if you don’t register?


If a blogger receives income but does not have a registered FOP or LLC, their activity is considered illegal business activity. For this, the following applies:

  • Administrative liability — a fine of up to 85,000 UAH;

  • Financial sanctions — additional tax assessments, penalties, fines for non-submission of reports;

  • Account blocking by decision of the tax service or bank;

  • Audits by tax authorities or financial monitoring — in the case of large or frequent transactions.

Beyond financial risks, an unregistered status deprives you of legal protection in disputes with clients, advertisers, or partners.

Does a blogger need to register as an electronic media outlet?


After FOP registration, you should consider a second important step — registering an electronic media outlet (electronic ZMI). According to the new Law of Ukraine “On Media,” which entered into force in 2023, some bloggers may fall under the status of media entities, which means mandatory registration.

This does not apply to everyone, but:

If your blog has regular content, you cover socially significant topics, exercise informational influence over a wide audience, or if you are financed by advertisers, political actors, or foundations, such activity may be equated to media.

Registering an electronic media outlet is not only about complying with legal requirements but also about:

  • strengthening trust in you as an information source;

  • the ability to cooperate with major brands and government institutions;

  • protection of your rights as a journalist or media platform;

  • participation in grants, competitions, or training programs for media;

  • the ability to legally defend copyrights and protect yourself in conflicts.

Registration is carried out through the National Council for Television and Radio Broadcasting. The procedure includes submitting an application, information about your content and activities, and passing a review.
