What is economy booking?

Economic reservation is a mechanism that allows companies to keep conscripted workers in their workplaces during mobilization if they fulfill certain financial obligations to the state. This innovation is aimed at ensuring the stable operation of important enterprises and sectors of the economy even during martial law.
Terms of the new draft law
Draft law No. 11331 "On industrial policy and predictability of the real sector of the economy", developed by the head of the parliamentary committee on economic development Dmytro Natalukha and other deputies, was registered in the Verkhovna Rada. This draft law provides for the economic reservation of conscripted workers from mobilization under certain conditions.
For employees
Enterprises can book their employees if they receive a salary of at least 12 times the living wage for able-bodied people, which currently amounts to UAH 36,336 per month. Also, the company should not have debts for taxes and salary payments. This condition ensures financial stability and confidence that the enterprise is really able to fulfill its obligations to employees and the state.
For individual entrepreneurs (FOPs)
Self-employed individuals can use economy booking if their monthly income is at least UAH 61,200. In addition, FOPs must pay a fee to the state budget for booking in the amount of UAH 20,400 for each conscripted employee. This provides additional financial resources for the state and confirms the seriousness of the entrepreneur's intentions to retain key employees.
Additional requirements
A natural person-entrepreneur and/or his employees have the right to make a reservation, provided that the corresponding FOP is registered in the Unified State Register of Legal Entities and Public Organizations no later than 6 calendar months before the Law "On the Basics of State Industrial Policy" comes into force. It is also necessary to confirm the conduct of economic activity during the previous annual reporting period. This ensures that reservations are only given to active businesses that are actually functioning and paying taxes.
The payment of the increased military duty is not made by the employee, but by the business itself, which itself determines who is most critical for it and confirms it with appropriate taxes. The business will be able to book up to 50% of all conscript workers. The specifics of booking business entities and their employees are established by a separate order of the Cabinet of Ministers of Ukraine.

Retention of skilled personnel in these industries is key to ensuring the sustainability and efficiency of the economy.
