New rules for passing the military medical examination in 2025: what has changed and what are the consequences for those liable for military service?

Passing the military medical commission (MMC) is one of the most important stages of mobilization in Ukraine. It is this commission that determines whether a conscript can serve in the army, under what conditions and in what positions. In 2025, the rules for passing the MMC have undergone radical changes that affect both new conscripts and those who previously received the status of "limitedly fit".

An important innovation is that from now on the MMC procedure will be carried out in electronic format through the "Reserve +" system. In addition, the category of "limitedly fit" was abolished, and a new status of "for service in military support units" was introduced instead. This means that many conscripts who were previously not subject to mobilization to combat units can now be involved in service, albeit in limited units.

President of Ukraine Volodymyr Zelenskyy signed a law that extends the term of passing the military medical examination for persons who previously received the status of "limitedly fit" until June 5, 2025. This norm is due to the fact that within eight months only 25% of such citizens managed to undergo a repeated medical examination, which significantly complicated the implementation of mobilization plans.

Let's consider in more detail what has changed in the military medical examination procedure, what innovations will affect those liable for military service, and what to do for those who disagree with the commission's decision.

What is a military medical examination and why is it necessary to pass it?
A military medical commission is a special medical examination that determines whether a person is fit for military service. Its conclusion affects mobilization decisions, as well as the possibility of continuing service for active military personnel.

Depending on the state of health, a conscript receives one of the following conclusions:

Fit - a person can be mobilized without restrictions.

Unfit – a person is completely exempted from military service.
For service in military support units – a new category that replaced “limitedly fit”.
Previously, the “limitedly fit” category allowed for limited military duties, but did not involve direct participation in combat operations. Now such citizens can be involved in service in support units, as well as in military commissariats, training centers, medical units, etc.

Main changes in the VLK in 2025
1. Automatic referral to the VLK when updating credentials

Previously, conscripts received a summons to undergo the VLK after being summoned to the TCC. Now this procedure has changed – if a person comes to the TCC to update their data (change of address, phone, e-mail), they can be immediately sent for a medical examination.

This significantly reduces the possibility of evading mobilization, because now the VLK can be completed without a prior summons.

2. Transition to electronic document management

Since 2025, the VLK has been operating through the electronic system "Reserve+". This means:

All referrals to the VLK are issued only in electronic form.
It is impossible to lose or forge the conclusion of the medical commission.
Documents are synchronized with the databases of the CCC and military units.
This approach significantly simplifies bureaucratic procedures, but for those liable for military service, it also means that it will be much more difficult to avoid a medical examination.

3. Cancellation of "limitedly fit" and the new status "For service in military support units"

This change has become one of the most discussed in military medical examination. Instead of the status "limitedly fit", a new category is now used - "For service in military support units, CCC and SP, VVNIZ, training centers, medical institutions, logistics, communications, operational support, security units".

What does this mean in practice?

Such conscripts cannot serve in combat units:

In special purpose units.
On submarines.
On surface ships.
In special structures.
But they can be mobilized in the following units:

Logistics.
Administrative support.
Medical units.
Training centers.
Facility security.
Thus, many people who previously had the status of "limitedly fit" and effectively avoided mobilization can now be called up for service, albeit in non-combat units.

What to do if you disagree with the decision of the VLK?
If a conscript believes that the conclusion of the VLK is unfounded, he has several options for action:

Appealing the VLK in an administrative manner
To do this, it is necessary to contact the VLK of a higher level (regional or Central VLK). To review the decision, you must submit:

Application for appeal.
Medical certificates confirming the presence of the disease.
A copy of the conclusion of the primary VLK.

Appeal in court
If the review at a higher level VLK did not yield results, you can apply to the administrative court. It is important to correctly draw up a claim, attach evidence and request a temporary suspension of the VLK decision for the duration of the case.

What are the fines for ignoring the VLK?

If a person does not appear for a medical examination without good reason, he faces fines ranging from 17,000 to 25,500 UAH.
