Who will automatically have their deferral extended?

Changes in the legislation on deferment from mobilization, which came into force at the beginning of 2025, are aimed at simplifying the process for certain categories of citizens. Conscripts who have already received a deferment may now not apply to the TCC (Territorial Recruitment and Social Support Centers) for its extension, if their right to a deferment has not changed. However, for those who receive a deferment for the first time, the procedure will remain similar - it is necessary to submit an application and confirm the relevant facts that give the right to a deferment.

How does the automatic extension of the deferment work?

According to the new changes, the right to a deferment can be automatically extended without the need to personally apply to the TCC, if the conscript has already received a deferment and his situation has not changed. However, it is important to note that the automatic extension applies only to those who fall under clearly defined categories, and when all the necessary data is up-to-date in the electronic registers.

In particular, automatic extension will be implemented for such categories as: Full-time students, military conscripts who are students, have the right to automatic extension of the deferment if their situation has not changed (for example, they have not completed their studies). Students do not need to contact the CCC if their military registration documents are up-to-date or parents of three or more children, military conscripts who are parents of three or more children from one mother can automatically extend the deferment if their data in the registers has not changed. In the event that paternity is shared between several mothers, the automatic extension of the deferment may be canceled, and such a military conscript will have to contact the CCC.

What changes must be taken into account for automatic extension?

The automatic extension process involves checking the data on the military conscript through electronic registers. This allows you to find out whether the circumstances that give the right to a deferment are still valid. In particular, for example, the age of children of parents with three or more dependent children will be checked. If a conscript no longer has three children or their age status has changed, the automatic deferral may be terminated. The health status of persons entitled to a deferral due to disability may also be checked. For persons who have received a deferral due to caring for relatives with disabilities, the relevance of certificates issued by medical institutions will be checked. If caring for a person with a disability is no longer necessary (for example, in the event of his death), this may lead to the termination of the deferral.

How to get a deferral for the first time?

The first deferral application involves submitting an application to the district CCC, as well as providing the necessary documents confirming the right to a deferral (for example, birth certificates of children, medical certificates, etc.). After that, the deferral commission checks the submitted documents and makes a decision within 7 days.

The conscript receives a certificate of deferment, and the data on the deferment is entered into the register. It is important to note that after the first submission and registration of the deferment, subsequent extensions under martial law will be carried out automatically (if the circumstances have not changed).

Who needs to contact the CCC to extend the deferment?

If the CCC cannot confirm the automatic extension of the deferment through electronic databases (for example, if there are no updated data), conscripts will be notified of the need to personally contact the CCC to submit an application with supporting documents. This may be a telephone, email or postal message from the CCC.

In addition, if within the specified period (5 days) the CCC employees are unable to verify the existence of grounds for extending the deferment, the conscript must also apply in person with documents.

Thus, the changes adopted by the government significantly simplify the process of extending the deferment for conscripts who fall into certain categories. Now it is not necessary to contact the CCC every time if the conscript has already received a deferment, and his status has not changed. However, the first registration of the deferment still requires personal presence and submission of relevant documents. Automatic extension allows saving time and resources for those who are really entitled to a deferment, if their circumstances remain unchanged.

Conclusions:
Automatic extension of the deferment applies to students, parents of three or more children from one mother, and persons with disabilities or who care for persons in need.
The first time to register a deferment, it is necessary to contact the CCC with an application and documents.
In the event of a change in circumstances, the deferment may be terminated, and the conscript will be notified of this.
